Military & Overseas Citizens Overview

Please click on this link http://www.fvap.gov/pubs/onlinefpca.pdf in order to download and print the Federal Postcard Application (FPCA) used to register to vote and/or request an absentee ballot.  The FPCA can be used by military, their dependents, and overseas citizens.

Military & Overseas Citizens Absentee Question & Answers

Q: How do I apply for an absentee ballot?
A: You will need to complete the Federal Post Card Application (FPCA). The FPCA can be used as an application for an absentee ballot and to register to vote in Kentucky. If you want to register to vote, the FPCA must be received by fax or postmarked by the voter registration book closing deadline which is 29 days before an election.

 Federal Write-in Absentee Ballot (FWAB) can be accessed through this link at http://www.fvap.gov/pubs/ofwab.pdf which is used only in general elections and only for federal offices.  The FWAB is a back-up ballot that can be obtained from the voter's U.S. embassy or military voting assistance officer. Any military voter or overseas voter is eligible to use this ballot. It can be used by a voter under two very specific conditions.  To be eligible to vote with this back-up ballot, a citizen must:

  • Apply for a state absentee ballot early enough so that the County Clerk receives the request at least 30 days before the election
  • Not have received the requested state's absentee ballot.

Q: How do I vote in the 2007 Runoff Election for Governor?
A:
 
The winning slate of candidates for Governor and Lieutenant Governor in the Democratic and Republican party primary elections did receive 40% or more of the votes cast in the Primary Election. There will be no runoff Primary Election.

Q: Where can I obtain the FPCA?
A:
From the following locations:

  3. From your County Clerk. ( A list of County Clerks with their pertinent information can be found on the State Board of Elections web site .)

Q: What should I do after I have completed the FPCA?
A:
The FPCA can be mailed or faxed. A special service has been established in order to provide you with a toll free fax number - 800/368-8683. Other transmittal numbers are 703/693-5527 or DSN 223-5527. This special service receives your request and forwards it to your County Clerk.

Q: What should be included on the transmittal cover sheet when faxing the FPCA to your County Clerk?
A:
The following should be included:

  1. Your County and State in which you are registered or want to be registered
  2. County Clerk's fax number
  3. County Clerk's phone number
  4. County Clerk's mailing address
  5. Your Name, phone and fax numbers
  6. Your Social Security Number
  7. Your Date of Birth
  8. Your mailing address
  9. Your unit/ship
  10. Postal code/APO/FPO
  11. Branch of Service

  12. A copy of a transmittal cover sheet can be obtained through this link http://www.fvap.gov/services/faxtransheet.pdf .

Q: What can I expect after I have faxed my request for an absentee ballot?
A:
The County Clerk will verify the information on the FPCA and fax an absentee ballot to you. The voted ballot must be mailed to the County Clerk and must be received in the clerk's office by 6 PM on Election Day.

Q: What if I require further assistance?
A:
Each Military Service and Department of State has a Voting Assistance Officer who is the contact for your inquiries. The Voting Assistance Officer can be reached through the Voting Information Center. The number for Overseas Citizens is 703/693-6500 and the number for Military and their family members is DSN 223-6500.

Q: What if I am a Kentucky resident who will be out of the county, state or country on Election Day?
A:
Any overseas citizen, military person, or military person's dependent(s) who will be out of county on Election Day can vote on the absentee voting machine in the County Clerk's office. If you are unable to vote in the County Clerk's office on the absentee voting machine, you can request a paper absentee ballot to be mailed or faxed to your out-of-county, state or country address.

Q: What if I will be confined to the military base on Election Day?
A:
The military person who will be confined to a base on Election Day can apply for a paper absentee ballot which can be mailed to the in county home address. Or, if you are told of your confinement within 7 days or less of the election, you may vote on the absentee voting machine in the County Clerk office of your home county.
